Practice sizing, construction and maintenance of each practice will also be covered.SEQRA and the Development Process: Wednesday, April 6Every development project requiring municipal approval in New York must undergo a thorough review of potential environmental impacts in order to comply with the State Environmental Quality Review Act (SEQRA). Many times engineers are involved in this process, either representing the development or providing assistance for the municipal review. This class will cover many of the developmental elements that must be evaluated as part of an environmental assessment, as well as provide an overview of the different levels of the required SEQRA documentation from Short Form to Long Form to Environmental Impact Statement. Municipality’s SEQRA responsibilities, review timelines, and types of impact determinations will also be covered. Stormwater Filtration and Infiltration Practices: Wednesday, April 27Filtration and infiltration are effective mechanisms for stormwater pollutant removal, and are present in many stormwater management practices employed for water quality treatment and runoff reduction. This class will examine the essential aspects and design standard of stormwater practices that use filtration and infiltration, including initial design considerations, evaluation of options, testing, sizing, construction, and most importantly: long term maintenance.Updates for the MS4 Permit: Wednesday, May 18From education, to administration, to inspection, municipalities designated by the state as Municipal Separate Storm Sewer Systems (MS4’s) have numerous responsibilities. In many instances, these municipalities must rely on their consulting or staff engineers to meet the technical components of these obligations. This class, presented jointly with NYSDEC, and Andy Sansone of the Monroe County Department of Environmental Services, will provide guidance for municipal officials, and engineers assisting municipalities in complying with the six minimum measures of the MS4 permit.Specific discussion topics will include: Storm sewer shed and outfall mapping, Illicit Discharge Detection, Preparation of the Stormwater Management Program Plan, Construction Site inspections, SWPPP review, TMDL/303d requirements, Maintenance programs and agreements, Good housekeeping, Preparation of Annual Reports, Retrofit programs, SWMP and SWPPP preparation for municipal facilities. Recently, DEC has released the new DRAFT MS4 General Permit which will eventually be finalized for a new five year term. The new permit clarifies and simplifies the existing permit while introducing new compliance challenges and obligations. The draft permit modifications and their impact to MS4’s will be covered in detail.SWPPP Preparation and Review: Wednesday, June 8Preparing, reviewing, and implementing a Stormwater Pollution Prevention Plan (SWPPP) is essential to stormwater management for both the public and private sectors. The SWPPP is a key component of the Construction General Permit and of Minimum Control Measures 4, 5, and 6 of the MS4 General Stormwater Permit. In the new draft MS4 permit, municipalities are required to prepare SWPPP’s for their own facilities. This class will review all of the required elements of partial and full SWPPP’s, including site planning, E & SC, hydrology, good housekeeping, post construction management and maintenance. Preparation and review checklists will be provided and examined. The certification received by this course is viable for 3 years from the date that the training was completed. This course is required for new employees involved in such activity as well as individuals who have not taken the course within the past 3 years.Under the SPDES General Permit for Stormwater Discharges from Construction Activity, certain contractors (Trained Contractor) and certain Qualified Inspectors are required to complete 4 hours of Department endorsed training in the principles and practices of erosion and sediment control (E&SC) every 3 years.Trained Contractor - Prior to the commencement of construction, an owner or operator shall have each contractor and subcontractor, that has been identified as being responsible for implementation of the Stormwater Pollution Prevention Plan (SWPPP), identify at least one employee from their company (Trained Contractor) that has received 4 hours of endorsed E&SC training. The Trained Contractor must be on site on a daily basis when soil disturbance activities are being performed and will be responsible for implementation of the practices included in the SWPPP.Qualified Inspector - An owner or operator of a regulated construction project, with some exceptions, shall have a Qualified Inspector conduct specific site inspections. Practice sizing, construction and maintenance of each practice will also be covered.SEQRA and the Development Process: Wednesday, April 6Every development project requiring municipal approval in New York must undergo a thorough review of potential environmental impacts in order to comply with the State Environmental Quality Review Act (SEQRA). Many times engineers are involved in this process, either representing the development or providing assistance for the municipal review. This class will cover many of the developmental elements that must be evaluated as part of an environmental assessment, as well as provide an overview of the different levels of the required SEQRA documentation from Short Form to Long Form to Environmental Impact Statement. Municipality’s SEQRA responsibilities, review timelines, and types of impact determinations will also be covered. Stormwater Filtration and Infiltration Practices: Wednesday, April 27Filtration and infiltration are effective mechanisms for stormwater pollutant removal, and are present in many stormwater management practices employed for water quality treatment and runoff reduction. This class will examine the essential aspects and design standard of stormwater practices that use filtration and infiltration, including initial design considerations, evaluation of options, testing, sizing, construction, and most importantly: long term maintenance.Updates for the MS4 Permit: Wednesday, May 18From education, to administration, to inspection, municipalities designated by the state as Municipal Separate Storm Sewer Systems (MS4’s) have numerous responsibilities. In many instances, these municipalities must rely on their consulting or staff engineers to meet the technical components of these obligations. This class, presented jointly with NYSDEC, and Andy Sansone of the Monroe County Department of Environmental Services, will provide guidance for municipal officials, and engineers assisting municipalities in complying with the six minimum measures of the MS4 permit.Specific discussion topics will include: Storm sewer shed and outfall mapping, Illicit Discharge Detection, Preparation of the Stormwater Management Program Plan, Construction Site inspections, SWPPP review, TMDL/303d requirements, Maintenance programs and agreements, Good housekeeping, Preparation of Annual Reports, Retrofit programs, SWMP and SWPPP preparation for municipal facilities. Recently, DEC has released the new DRAFT MS4 General Permit which will eventually be finalized for a new five year term. The new permit clarifies and simplifies the existing permit while introducing new compliance challenges and obligations. The draft permit modifications and their impact to MS4’s will be covered in detail.SWPPP Preparation and Review: Wednesday, June 8Preparing, reviewing, and implementing a Stormwater Pollution Prevention Plan (SWPPP) is essential to stormwater management for both the public and private sectors. The SWPPP is a key component of the Construction General Permit and of Minimum Control Measures 4, 5, and 6 of the MS4 General Stormwater Permit. In the new draft MS4 permit, municipalities are required to prepare SWPPP’s for their own facilities. This class will review all of the required elements of partial and full SWPPP’s, including site planning, E & SC, hydrology, good housekeeping, post construction management and maintenance. Preparation and review checklists will be provided and examined. The certification received by this course is viable for 3 years from the date that the training was completed. This course is required for new employees involved in such activity as well as individuals who have not taken the course within the past 3 years.Under the SPDES General Permit for Stormwater Discharges from Construction Activity, certain contractors (Trained Contractor) and certain Qualified Inspectors are required to complete 4 hours of Department endorsed training in the principles and practices of erosion and sediment control (E&SC) every 3 years.Trained Contractor - Prior to the commencement of construction, an owner or operator shall have each contractor and subcontractor, that has been identified as being responsible for implementation of the Stormwater Pollution Prevention Plan (SWPPP), identify at least one employee from their company (Trained Contractor) that has received 4 hours of endorsed E&SC training. The Trained Contractor must be on site on a daily basis when soil disturbance activities are being performed and will be responsible for implementation of the practices included in the SWPPP.Qualified Inspector - An owner or operator of a regulated construction project, with some exceptions, shall have a Qualified Inspector conduct specific site inspections. This class will review the characteristics and performance of each of these practices, and will provide an overview of the many considerations that must be made to choose the most appropriate ones for site specific needs. Practice sizing, construction and maintenance of each practice will also be covered.SEQRA and the Development Process: Wednesday, April 6Every development project requiring municipal approval in New York must undergo a thorough review of potential environmental impacts in order to comply with the State Environmental Quality Review Act (SEQRA). Many times engineers are involved in this process, either representing the development or providing assistance for the municipal review. This class will cover many of the developmental elements that must be evaluated as part of an environmental assessment, as well as provide an overview of the different levels of the required SEQRA documentation from Short Form to Long Form to Environmental Impact Statement. Municipality’s SEQRA responsibilities, review timelines, and types of impact determinations will also be covered. Stormwater Filtration and Infiltration Practices: Wednesday, April 27Filtration and infiltration are effective mechanisms for stormwater pollutant removal, and are present in many stormwater management practices employed for water quality treatment and runoff reduction. This class will examine the essential aspects and design standard of stormwater practices that use filtration and infiltration, including initial design considerations, evaluation of options, testing, sizing, construction, and most importantly: long term maintenance.Updates for the MS4 Permit: Wednesday, May 18From education, to administration, to inspection, municipalities designated by the state as Municipal Separate Storm Sewer Systems (MS4’s) have numerous responsibilities. In many instances, these municipalities must rely on their consulting or staff engineers to meet the technical components of these obligations. This class, presented jointly with NYSDEC, and Andy Sansone of the Monroe County Department of Environmental Services, will provide guidance for municipal officials, and engineers assisting municipalities in complying with the six minimum measures of the MS4 permit.Specific discussion topics will include: Storm sewer shed and outfall mapping, Illicit Discharge Detection, Preparation of the Stormwater Management Program Plan, Construction Site inspections, SWPPP review, TMDL/303d requirements, Maintenance programs and agreements, Good housekeeping, Preparation of Annual Reports, Retrofit programs, SWMP and SWPPP preparation for municipal facilities. Recently, DEC has released the new DRAFT MS4 General Permit which will eventually be finalized for a new five year term. The new permit clarifies and simplifies the existing permit while introducing new compliance challenges and obligations. The draft permit modifications and their impact to MS4’s will be covered in detail.SWPPP Preparation and Review: Wednesday, June 8Preparing, reviewing, and implementing a Stormwater Pollution Prevention Plan (SWPPP) is essential to stormwater management for both the public and private sectors. The SWPPP is a key component of the Construction General Permit and of Minimum Control Measures 4, 5, and 6 of the MS4 General Stormwater Permit. In the new draft MS4 permit, municipalities are required to prepare SWPPP’s for their own facilities. This class will review all of the required elements of partial and full SWPPP’s, including site planning, E & SC, hydrology, good housekeeping, post construction management and maintenance. Preparation and review checklists will be provided and examined. Andy Sansone of Monroe County Department of Environmental Services will cover the MS4 SWPPP preparation requirements.Good Housekeeping for MS4 DPWs: Thursday, June 23This course will take place in person from 9:00 AM - 12:00 PM at the Education Center & 4-H Park located at 300 Finchville Turnpike in Otisville, NY.NYS Department of Environmental Conservation Endorsed 4-Hour Erosion & Sediment Control Training: Thursday, July 14 This course will take place in person from 8:30 AM - 12:30 PM at the Education Center & 4-H Park located at 300 Finchville Turnpike in Otisville, NY.The 4-Hour Erosion & Sediment Control Training is a required course for certain contractors, subcontractors, consultants, and other qualified individuals that will be involved with the implementation of the Stormwater Pollution Prevention Plan on a construction site that has coverage under a NYS Department of Environmental Conservation (NYSDEC) State Pollution Discharge Elimination System (SPDES) permit for Stormwater Discharges from construction activity. The certification received by this course is viable for 3 years from the date that the training was completed. This course is required for new employees involved in such activity as well as individuals who have not taken the course within the past 3 years.Under the SPDES General Permit for Stormwater Discharges from Construction Activity, certain contractors (Trained Contractor) and certain Qualified Inspectors are required to complete 4 hours of Department endorsed training in the principles and practices of erosion and sediment control (E&SC) every 3 years.Trained Contractor - Prior to the commencement of construction, an owner or operator shall have each contractor and subcontractor, that has been identified as being responsible for implementation of the Stormwater Pollution Prevention Plan (SWPPP), identify at least one employee from their company (Trained Contractor) that has received 4 hours of endorsed E&SC training. The Trained Contractor must be on site on a daily basis when soil disturbance activities are being performed and will be responsible for implementation of the practices included in the SWPPP.Qualified Inspector - An owner or operator of a regulated construction project, with some exceptions, shall have a Qualified Inspector conduct specific site inspections.
